Contract for the Migration of I. Levy Software at Disability Determination Services (Limited Distribution) (A-07-07-17033)

Our objectives were (1) to review the services provided by I. Levy and Associates, Incorporated (I. Levy), under Contract Number 0600-00-40668, and the related costs charged to the Social Security Administration (SSA) for adherence to the negotiated contract terms and applicable regulations, and (2) to ensure that SSA received the goods and services for which it contracted.

Although I. Levy and SSA generally adhered to the terms of the contract and SSA received the contracted goods and services, we identified weaknesses that may have caused SSA to pay over $101,000 more than the amount authorized by the contract and could have resulted in payments for goods or services not received. The Office of Finance (OF) also paid almost $168,000 in invoices without receiving the required certification from the Project Officer that the goods and services were received. Further, we found that SSA identified vulnerabilities at the I. Levy facility that could put sensitive SSA information at risk. Therefore, we made four recommendations to SSA. SSA agreed with all of our recommendations.
